S9+ Luxembourg Declaration: Europe Needs Speed, Not Small Steps

Europe’s startup ecosystems are calling for a fundamental shift in the EU’s competitiveness agenda, warning that fragmentation, regulatory complexity, and a widening capital gap are preventing European startups from reaching their full potential.

Ahead of the D9+ Ministerial in Luxembourg, the S9+ Coalition urges Europe’s digital frontrunners to move beyond incremental reforms and focus on what truly drives competitiveness: scaling companies, attracting investment, and building global technology leaders from Europe.

The declaration calls for a true EU Inc. framework for startups, stronger implementation of the Single Market, reduced regulatory fragmentation, and targeted measures to help startups become scaleups.

At a time when global competitors are accelerating rapidly, the S9+ Coalition argues that Europe does not lack talent, ideas, or ambition – it lacks speed, scale, and execution.
