We’re excited to reunite the S9+ coalition as we gather in Amsterdam from March 25-27 for an intensive program featuring policy workshops, networking dinners, and – most importantly – the D9+ Ministerial Meeting.

Here, we will engage with ministers from Europe’s most digitalized countries (based on the DECI index) to shape the future of digital and startup policies.

Together with founders, investors, and policymakers, we will develop policy frameworks that empower startups, drive innovation, and strengthen Europe’s competitiveness.

Our biannual S9+ declaration will also serve as a direct contribution to the ministers’ agenda, ensuring that startup voices are heard where it matters most.

Why this matters now more than ever

Startups are the foundation of Europe’s next tech giants According to Dealroom.co, just 0.01% of companies create 34% of all economic value—and they all start as startups.

Europe faces a systemic challenge
Economic, technological, and geopolitical shifts are reshaping the landscape, and the decisions made today will define Europe’s global position for years to come.
